Admiral Arthur Phillip was an officer in the Royal Navy and the first governor of New South Wales, which ruled the British colony and colonized Australia. Britain founded a British criminal colony which would later become Sydney, Australia. After his extensive experience at sea, Phillip led the 1st Fleet as Governor General in the Australian colony of New South Wales. In January 1788, he chose his location as Port Jackson. Phillip was a visionary governor who quickly understood that New South Wales would need a civil bureaucracy and a system to release convicts. But plans to bring skilled craftsmen to travel were rejected and he ran into major problems with manpower, discipline and supplies. The arrival of the Second and Third Fleet put additional pressure on scarce local resources, but by the time Phillip returned home in December 1792, the colony was taking shape, with the official land and agriculture and systematic water supply.
