Born in Madison, Wisconsin, and educated at the University of Wisconsin and the University of Minnesota Law School, Morse moved to Oregon in 1930 and began teaching at the University of Law School. from Oregon. During World War II, he was elected to the US Senate as a Republican; He became independent after Dwight D. Eisenhower was elected to the presidency in 1952. As an independent, he set the record for the third longest obstruction of a person in Senate history. Morse joined the Democratic Party in February 1955 and was re-elected twice as a member of that party. Morse briefly ran for the Democratic nomination in 1960. In 1964, Morse was one of two senators to oppose the controversial resolution of the Gulf of Tonkin.

Senator from Oregon who served in the Senate as a Republican, Independent, and Democrat from 1946 to 1969. He is well known for his early anti-Vietnam War activism and for spearheading multiple anti-war marches and protests.
