Neal Dow ist Politiker und Verfechter des US-Verbots. Dow wurde als "Napoleon der Mäßigkeit" und "Vater des Verbots" bezeichnet und in eine Quäkerfamilie in Portland, Maine, geboren. Schon in jungen Jahren glaubte er, dass Alkohol die Ursache vieler sozialer Probleme sei und wollte ihn gesetzlich verbieten. 1850 wurde Dow zum Präsidenten der Maine Temperance Union gewählt und im folgenden Jahr zum Bürgermeister von Portland gewählt. Bald darauf verbot der Gesetzgeber vor allem durch Dows Bemühungen den Verkauf und die Herstellung von Alkohol nach Maine-Recht. Dow, der zweimal als Bürgermeister von Portland fungiert, setzt das Gesetz mit Nachdruck durch und fordert immer härtere Strafen für Verstöße. 1855 rebellierten seine Gegner und er befahl der Staatsmiliz, das Feuer auf die Menge zu eröffnen. Ein Mann wurde getötet und mehrere verletzt, und als die Öffentlichkeit auf die Gewalt gegen Dow reagierte, entschied er sich, nicht für ein Amt zu kandidieren.
