William Hubbs Rehnquist is an American attorney and jurist who served at the US Supreme Court for 33 years, as an associate judge from 1972 to 1986 and as chief judge from 1986 until he died in 2005. Considered a conservative, Rehnquist advocated a notion of federalism that emphasized the tenth amendment reserve for the states. In this view of federalism, for the first time since the 1930s, the court rejected an act of Congress that was beyond its power under the Terms of Trade. Rehnquist grew up in Milwaukee, Wisconsin, and served with the United States Army Air Force during the final years of World War II. After the war ended in 1945, he studied political science at Stanford University and Harvard University, then graduated from Stanford Law School. He was secretary to Deputy Attorney Robert H. Jackson during the Supreme Court term from 1952 to 1953, then practiced privately in Phoenix, Arizona.

President Ronald Reagan named Chief Justice of the United States to the Supreme Court. He was an Associate Supreme Court Justice during the Nixon administration before becoming Chief Justice in 1986.
