Im Oktober 1980 war Tarand Sekretär der 40 Intellektuellen, ein öffentlicher Brief, in dem vierzig berühmte estnische Intellektuelle die estnische Sprache verteidigten und die Russifizierungspolitik des Kremls in Estland ablehnten.
