Eduardo da Costa Paes is a Brazilian politician who was mayor of Rio de Janeiro from 2009 to 2012 and was re-elected for a second term from 2013 to 2016. He is currently the 13th mayor of Rio de Janeiro. On 12 August 2012, during the closing ceremony of the 2012 Summer Olympics, Paes received the Olympic flag, through Jacques Rogge, from the mayor of London, Boris Johnson. Paes was a fierce and notorious critic of the Lula administration, especially during the 2005 Mensalão scandal of alleged payments to members of Congress for the vote. In regards to his administration as mayor of Rio de Janeiro, scandals were constantly occurring. As mayor in the process of bidding, preparing and implementing the 2016 Rio Summer Olympics, Paes faced many challenges, balancing the needs and opportunities of the Olympics with that of the Cariocas. Paes failed to run for governor of Rio de Janeiro state in 2018 .
