John Enoch Powell war ein britischer Politiker, klassischer Gelehrter, Autor, Linguist, Soldat, Philologe und Dichter. Es kritisierte die damals aktuellen Einwanderungsraten nach Großbritannien, insbesondere aus dem New Commonwealth, und lehnte das damals vorgeschlagene Antidiskriminierungsgesetz über das Gesetz zu Rassenbeziehungen ab.
