John Wilkins, is an Anglican cleric, philosopher and natural author, and one of the founders of the Royal Society. He was Bishop of Chester from 1668 until his death. Wilkins is one of the few people who has run a college at both Oxford University and Cambridge University. He was a bias, but not one of the most important scientific innovators of the time. His personal qualities were exalted, and evident to his contemporaries, in alleviating political tensions at Interregnum Oxford, in establishing the Royal Society in a non-partisan fashion. , and in its attempt to reach out to followers of faith. He was one of the founders of the new natural theology compatible with science at that time. He is especially known for his Essay Towards real people and philosophical linguistics, in which, among other things, he proposes a universal language and an integrated metrology system, similar to the meters.

In the seventeenth century, he was a British preacher, natural philosopher, and novelist. His most renowned article,"An Essay Towards a Real Character and a Philosophical Language", written in 1668, pushes for the construction of a universal language and measurement system.
