Juris Hartmanis è un rinomato informatico e teorico computazionale che, insieme a Richard E. Stearns, ha ricevuto l'ACM Turing Prize nel 1993 "in riconoscimento del loro articolo che stabilisce le basi della teoria della complessità dei calcoli di campo". Hartmanis è nato in Lettonia. Era figlio di Mārtiņš Hartmanis, generale dell'esercito lettone, e fratello della poetessa Astrid Ivask. Dopo l'occupazione sovietica della Lettonia nel 1940, Mārtiņš Hartmanis fu catturato dall'Unione Sovietica e morì in prigione. Alla fine della seconda guerra mondiale, la moglie ei figli di Mārtiņš Hartmanis lasciarono la Lettonia per chiedere asilo, temendo per la loro sicurezza se l'Unione Sovietica avesse riconquistato la Lettonia. Si sono trasferiti per la prima volta in Germania, dove Juris Hartmanis ha conseguito un master in fisica presso l'Università di Marburgo.
