Ze behaalde haar BFA aan Goldsmiths College, University of London in 1982. Haar eerste solotentoonstelling was in 1984, gebaseerd op stillevens. In 1989 won ze de John Moores Painting Award. Milroy is momenteel de Art Director van de Slade School of Fine Arts in Londen. Ze werd in 2005 verkozen tot Associate van de Royal Academy of Arts en werd van 2013 tot 2017 benoemd tot Tate Trustee Artist.
