Philip Edward Hartman is een Canadees-Amerikaanse acteur, komiek, scenarioschrijver en grafisch ontwerper die eind jaren tachtig debuteerde als een oude komiek. Hartman werd geboren in Brantford, Ontario, Canada. Zijn familie verhuisde op tienjarige leeftijd naar de Verenigde Staten. Na het behalen van een graad in grafische kunst aan de California State University, Northridge, ontwierp Hartman albumhoezen voor groepen als Poco en America. In 1975 trad Hartman toe tot de comedygroep The Groundlings, waar hij Paul Reubens hielp zijn personage Pee-swing Herman te ontwikkelen. Hartman schreef mee aan de film The Great Adventure of Pee-swing en verscheen regelmatig als Captain Carl in Reubens Pee-swing's Playhouse.
