He was a founding member of the first British jazz quintet of the late 1950s, the Jazz Couriers, before joining several British jazz ensembles led by Dick Morrissey, Tony Crombie and Ronnie Scott. then, along with Cyril Davies and Alexis Korner, formed the original team of Blues Incorporated. Cecil then teamed up with Robert Margouleff to form the TONTO duo's Head Band Expansion, a project based on a unique combination of synthesizers that saw them collaborate and co-produce several. 1970s. The TONTO synthesizer was described by Jon Blistein in Rolling Stone as "revolutionary".
