Daniel David Rostenkowski was United States Representative in Chicago, serving from 1959 to 1995. He went on to become one of Washington's most powerful lawmakers, particularly in tax matters, until he went to jail. A Democrat and the son of a Chicago alcoholic, Rostenkowski was for many years a Chicago Ward 32 Democrat, holding that position even when he was in Congress. In Washington, D.C., he went through his tenure as chair of the House Methods and Vehicles Committee in 1981, just as the Reagan Revolution wiped out many other Democratic politicians. As President of Means and Vehicles, he played a central role in the formulation of tax policy in the Republican administration of Ronald Reagan, including the Economic Recovery Act of 1981, reducing the top federal bracket to 50 % and the tax reform law of 1986, further reduced to 28% and reduced the number of brackets to two.
