Vivian Balakrishnan is a Singaporean politician. As a member of the ruling People's Action Party, he was appointed Minister of Foreign Affairs by Prime Minister Ly Hien Long. He was elected as a Member of the Central Committee of the People's Action Party. He is also the Minister responsible for the National Smart Program Office initiative.
