William Egan Colby is a US intelligence officer, serving as chief intelligence officer from September 1973 to January 1976. During World War II, Colby served at the Office of Strategic Services. After the war, he joined the newly formed Central Intelligence Agency. Before and during the Vietnam War, Colby served as head station in Saigon, head of the CIA's Far East division, in charge of civil service and rural development efforts, as well as overseeing the Phoenix program. After Vietnam, Colby became director of the Central Intelligence Agency and during his tenure, under heavy pressure from the National Assembly and the media, adopted a relatively open policy of US intelligence activities. with the Church Senate Committee and the House Pike Committee. Colby was DCI under President Richard Nixon and President Gerald Ford until January 30, 1976; he was succeeded to the CIA by George H. W. Bush.

From 1973 to 1976, he was the Director of the CIA, and he oversaw a clandestine political operation in Rome against communist parties. He served in both the Nixon and Ford administrations before being succeeded by George H.W. Bush, the future President of the United States.
