Im November 2010 wurde er von der BBC beschuldigt, in den 1990er Jahren Bestechungsgelder im Zusammenhang mit der Vergabe von Fernsehrechten für die Weltmeisterschaft angenommen zu haben. Im Mai 2015 wurde Leoz von der FIFA-Ethikkommission verboten.
