Sir Rowland Hill, KCB, FRS is an English teacher, inventor and social innovator. He called for a complete reform of the postal system, based on the concept of Penny Uniform Post and its prepayment solution, to facilitate safe, fast and inexpensive mail delivery. Hill was later a government postal official, and he is often credited as a supporter of the basics of modern postal services, including the invention of postage stamps. Hill argued that if mailing was cheaper, people, including the poorer classes, would send more, which would ultimately increase profits. Proposing a stamp to represent prepayment - the first being Penny Black - in 1840, the first year of the Penny Post, the number of letters sent to the UK more than doubled. In 10 years, he's doubled again.
