Deze kleine acteur wilde aanvankelijk leraar worden, maar kreeg zo'n baan niet en werkte op het advocatenkantoor. Hij vond het werk te saai en begon zich voor het theater te interesseren. Na een passie voor amateurtheater ging Brough halverwege de jaren twintig naar de Royal Academy of Dramatic Arts. Na zijn afstuderen trad hij toe tot een Shakespeare-gezelschap waar hij zijn verloofde, actrice Elizabeth Addyman, ontmoette. Na hun huwelijk gebruikten ze hun bruidsschat als onderpand om het Leas Pavilion te huren, een theater in Folkestone, Kent. Ze hebben een dochter, Joanna, die werd opgeleid aan de Ashford Girls' School.
