He graduated from Ohio University in 1951 with a BA in English and a BA in Educational Sciences. He graduated from the University of Minnesota in 1959 with a master's degree in educational psychology. Stark got his doctorate. in Educational Administration and Consulting in June 1963 from Case Western Reserve University. He was Head of the Student Department at Moorhead State University from 1962-1963. He was Assistant Professor and Human Relations Program Coordinator at the University of Minnesota, 1963-1970.
