Sim Kee Boon was one of Singapore's pioneer officials - who worked closely with the political leaders of the former Guard Team and played a key role in the success of Changi Airport and the rotation of transport from Keppel shipyard. He obtained a Bachelor of Arts in Economics from the University of Malaysia in 1953 and joined the civil service that year. In 1962, at the age of 33, he was appointed Permanent Secretary of the Ministry of National Development, before being in charge of the Ministry of Finance as well as Intraco, a state trading company. He is also president and member of the Presidential Advisory Council.
