Arthur James Balfour, First Earl of Balfour, was a Conservative British politician who served as Prime Minister of Great Britain from 1902 to 1905. As Secretary of State for Lloyd George's Department, he acted on behalf of the cabinet. Balfour Declaration of 1917.
