Working closely with Secretary of the Treasury Henry Morgenthau, Jr., he helped establish United States financial policy towards the Allies during World War II. Then he was charged with espionage by transmitting information to the Soviet Union. He was a senior US official at the 1944 Bretton Woods conference aimed at establishing the postwar economic order. He dominated the convention and imposed his vision of postwar financial institutions in the face of opposition from John Maynard Keynes, the British representative. At Bretton Woods, White is the lead architect of the International Monetary Fund and the World Bank. White was charged with spying for the Soviet Union in 1948, which he flatly denied.
