He was born in Buffalo, New York and raised in Los Angeles, attended Los Angeles High School and stayed in Los Angeles throughout his career. He first noticed this when he performed Edvard Grieg's Piano Concert at the age of 12 with the Dallas Symphony Orchestra. The programmed performer fell ill, and Pennario's piano playing caught the attention of conductor Eugene Goossens, who appointed him soloist after being assured by Pennario that he knew the work. In fact, he never saw the song or even heard it, but he learned it within a week. He studied with Guy Maier, OlgaLESb and Isabelle Vengerova and attended the University of Southern California, where he studied composition with Ernst Toch.
