Murphy James Foster was the 31st Governor of Louisiana, United States, a position he held for two terms from 1892 to 1900. Foster supported the Louisiana Constitution of 1898, which stripped the power of multiplicity , the number of blacks, mostly Republicans. This led to Louisiana becoming a one-party democratic state for generations and excluding African Americans from the political system. Louisiana followed Mississippi and other southern states in passing a new constitution with black deprivation devices, then a majority in the state, mostly making it difficult to register voters. This discriminatory political exclusion was only corrected after the federal government exercised its constitutional rights under the Voting Rights Act 1965
