Richard Alan Clarke is a former US government official. He was the National Coordinator of Security, Infrastructure Protection and Counterterrorism in the United States from 1998 to 2003. Clarke worked for the State Department during the tenure of President Ronald Reagan. In 1992, President George H.W. Bush appointed him chairman of the Counterterrorism Security Group and serves on the United States National Security Council. President Bill Clinton retained Clarke and in 1998 promoted him to the position of National Coordinator for Security, Infrastructure Protection and Counterterrorism, the National Security Council's principal counterterrorism adviser. . Under President George W. Bush, Clarke initially continued in the old post, but no longer had access to the Cabinet level. Subsequently, he was appointed special advisor to the president on cybersecurity. Clarke left the Bush administration in 2003 .

During the Bush and Clinton administrations, he was the national security and counter-terrorism head, and he blamed George W. Bush for 9/11. He's also the author of The Scorpion's Gate and Breakpoint, two fiction works.
