Andrew Paul Gilligan is a British political adviser and journalist, currently transport adviser to the Prime Minister. Until July 2019, he was a senior correspondent for the Sunday Times and was also head of the Capital City Foundation at Policy Exchange. From 2013 to 2016, he was also a cycling commissioner for London. He is best known for a 2003 report on BBC Radio 4's Today's Show, in which he described a British government briefing on Iraq and weapons of mass destruction as "underrated chemistry." He received the 2008 Journalist of the Year award for his investigative reporting on Ken Livingstone. and was shortlisted again in 2015, as investigations contributed to the downfall of politician Lutfur Rahman. He has also been nominated for the Paul Foot Award, Orwell Prize, British Press Award and Foreign Correspondent of the Year at the British Press Awards.
