A member of the Republican Party, Chao was the transportation secretary in the Trump administration from 2017 to 2021, and the labor secretary in the Bush administration from 2001 to 2009. Born in Taipei, In Taiwan, Chao immigrated to the United States when she was 8 years old. . His father founded the Foremost group, which eventually grew into a major shipping company. Chao grew up on Long Island, New York, and went on to graduate from Mount Holyoke University and Harvard Business School. She worked for a number of financial institutions before being appointed to several senior positions in the Department of Transportation under Presidents Ronald Reagan and George HW Bush, including Chairman of the State Joint Maritime Commission and Deputy Minister transports.
