Francis Lazarro Rizzo Sr. is an American police officer and politician. He was a Philadelphia Police Commissioner from 1968 to 1971 and Mayor of Philadelphia from 1972 to 1980. He was a member of the Democratic Party until 1986, when he switched to the Republican Party. As mayor, Rizzo was a fierce opponent of separating schools in Philadelphia and preventing the construction of social housing in predominantly white neighborhoods. When running for a third term, Rizzo called on his supporters to "abstain". During his tenure as Police Commissioner and Mayor, the Philadelphia Police Department engaged in police models of brutality, intimidation, coercion, and contempt for constitutional rights, especially against with the Afro-American community.
