Williams previously served as the district's chief financial officer, managing to balance the budget and achieve a surplus within two years of his appointment. Since 2012, he has been the General Manager / General Manager of the Federal City Council. His tenure as mayor has been highly regarded by the political community and historians, with MSNBC calling him "one of the finest and most successful mayors in US history."
