Phillip D. Kline is a former attorney who served as the Kansas State Lawmaker, Johnson County Attorney and the Kansas Attorney General. Kline, a member of the Republican Party, failed the re-election as attorney general to Democratic Party challenger Paul J. Morrison in 2006. Kline was appointed by the Republican County Central Committee to fill the vacancy, which made Morrison elected Attorney General of Kansas, became Johnson County Attorney the day he left the Attorney General and essentially changed jobs with Morrison. Kline then ran for full term as a district attorney, but was defeated in the 2008 Republican primary election. Kline was a polar figure in state politics, primarily. revolves around using its office to investigate abortion service providers. He filed a lawsuit against George Tiller, a late abortion provider, and spearheaded a multi-year effort to sue Planned Parenthood in Kansas.
