Haley Reeves Barbour is an American lawyer, politician and lobbyist who served as the 63rd governor of Mississippi from 2004 to 2012. As a member of the Republican Party, he served as committee chair. Country Republican Party from 1993 to 1997. Born in Yazoo City, Mississippi, Barbour graduated from the University of Mississippi with an undergraduate and law degree. Barbour was an active Republican agent in the 1970s and 1980s, and is often credited with building significant Republican infrastructure in Mississippi during the days when the Democratic South still dominated. He was a Republican candidate for the US Senate in 1982, but lost to incumbent Democrat John C. Stennis. In 2003, Barbour became Mississippi's second Republican governor since Reconstruction when he defeated incumbent Democratic Ronnie Musgrove.
