Herbert Samuel
Herbert Louis Samuel, First Viscount Samuel, was an English liberal politician who served as party leader from 1931 to 1935. He was the first Jew who sat the first sitting as Minister of Cabinet and became leader of a major British political party. Samuel promoted Jewish patriotism in the British cabinet, beginning with his 1915 memo titled The Future of Palestine. In 1920, he was appointed as the first Palestinian high commissioner. Samuel was the last member of the Liberal Party to occupy one of the four major state offices. As one of the advocates of "neoliberalism", Samuel helped draft and enact social reform laws while still a member of the Liberal cabinet. Samuel led the party in the 1931 general election and the 1935 general election, during which time the party's seats in Congress fell from 59 to 21.
